Reinforcing its commitment to public transparency through technology, Brihaspathi Technologies Limited partnered with the Telangana State Election Commission (TSEC) to deploy one of India’s largest election monitoring systems during the Telangana Local Body Elections 2025.
Conducted in three phases — on December 11th, 14th, and 17th — the project involved the real-time surveillance and live webcasting of 11,031 polling stations spread across 30 districts, including some of the most remote parts of the state. The initiative marked a watershed moment for electoral monitoring, marrying scale, security, and efficiency to ensure free and fair polling.
Driving Transparency Through Technology
In a state-wide exercise of this magnitude, ensuring uninterrupted video coverage, data integrity, and voter privacy presented formidable challenges. Network fluctuations in rural zones, the need for compliance with Election Commission norms, and the management of a large, distributed technical workforce under strict timelines demanded an agile and resilient technological backbone.
Brihaspathi Technologies responded with a multi-layered digital surveillance architecture, deploying over 11,031 4G-enabled cameras with in-built local storage, capable of continuing high-definition recording even when connectivity dropped. This ensured no polling moment went unrecorded, irrespective of location or signal strength.
Each feed was securely streamed to centralized and district-level monitoring centers through encrypted webcasting platforms with timestamping, digital watermarking, and role-based access controls. This allowed election officials to supervise live polling activity in real time, while safeguarding voter secrecy and preventing unauthorized data use.
Coordinated Precision Across 30 Districts
A workforce of trained on-site personnel was positioned at every polling station to manage equipment, troubleshoot network issues, and ensure seamless operations. Meanwhile, centralized help desks were established at both TSEC and PR&RE offices, functioning as 24x7
control hubs. These command centers enabled real-time escalation, rapid fault detection, and instant issue resolution — ensuring smooth coordination across thousands of locations simultaneously.
Complementing these efforts were multi-level monitoring dashboards, which empowered senior officials to oversee multiple live streams at once, facilitating data-driven decisions during critical voting hours.
Delivering Results at Scale
Despite the enormous logistical challenge, the deployment recorded 100% operational coverage across all 11,031 polling stations, maintaining high uptime even in low-connectivity zones. Election officers across districts reported that the real-time visibility enabled by Brihaspathi’s system led to faster decision-making, improved on-ground discipline, and early mitigation of potential disruptions.
All video footage and monitoring reports were successfully submitted to TSEC and PR&RE within stipulated timelines, fully complying with service-level requirements. Notably, no major technical failures were recorded across the three phases — a rare feat for an operation of such geographic and technological scale.
Echoing the sentiment, Mr. Rajasekhar Papolu, Chairman & Managing Director, Brihaspathi Technologies Limited said,“This project reflects our belief that technology, when executed with precision and responsibility, can strengthen the very foundation of democracy. We’re proud to have partnered with TSEC in ensuring a fair and transparent electoral process for the people of Telangana.”
