Tagbin Services, one of the most prominent experiential design and technology firms secured a work order under the Government of India’s IndiaAI Mission to design and develop an AI-powered Detailed Project Report (DPR) creation and analysis framework for the Ministry of Development of North Eastern Region (DoNER).

This order is a significant change in the approach to conceptualization, structuring, validation, and financial benchmarking of government infrastructure development proposals through the use of artificial intelligence.

DPR development is one of the most important advisory services globally. For consulting firms such as Deloitte, PwC, EY, and KPMG, DPR consulting and transaction advisory services for public infrastructure, smart cities, healthcare, tourism, and industrial corridors are a stable and high-end advisory service.

Conventional development of a Detailed Project Report entails feasibility studies, cost benchmarking, referencing to the Schedule of Rates, structuring, tender documentation, financial modeling, and PPP structuring. These processes take between three to six months to complete, involving significant consulting resources. Tagbin’s AI-powered tool for developing a Detailed Project Report can compress the entire process to a matter of weeks.

The system will be designed for:

  1. Training on central and state government DPR templates

  2. Auto-mapping of cost components against the government schedule of rates (SOR)

  3. Generation of structured Bill of Quantities (BOQ) and cost abstracts

  4. Generation of concept-level engineering output

  5. Integration of GFR and ministry-specific compliance rules

  6. Funding pattern validation and viability modeling

Besides the automation of the DPR, the AI stack includes:

  1. AI-Based DPR Analyser

  2. AI-Driven Financial Analytics System

  3. AI-Driven Decision Support System

Speaking about the mandate, Saurav Bhaik, CEO of Tagbin, said: "We feel honored to have secured this work order under the IndiaAI Mission mandate. Consulting for DPR has traditionally been one of the most structured and resource-intensive areas of consulting for public infrastructure projects. Our aim is not to replace human expertise, but to augment it through the power of intelligent systems that can improve the accuracy, reduce the timelines, and incorporate the necessary rules of compliance by design. This project enables us to create AI infrastructure that has the potential to change the way government projects are planned, evaluated, and delivered in the country."

These solutions, collectively, seek to build upon the pillars of transparency, minimizing project delays, and predictive governance. The IndiaAI Mission mandate places Tagbin at the crossroads of AI, public infrastructure, policy tech, and automated compliance solutions.

Where traditional consulting organizations established advisory businesses around the development of manual DPRs, this initiative represents the advancement towards AI-native government consulting infrastructure.

This initiative, if scaled, has the potential to become a national DPR stack for ministries, a SaaS layer for states, and a backbone for the infrastructure development pipeline in India.
