GeM Boosts MSME Participation: MSEs Secure ₹7.44 Lakh Crore in Govt Procurement

India’s public procurement ecosystem is witnessing a significant transformation as the Government e-Marketplace(GeM) continues to deepen participation from Micro and Small Enterprises (MSEs), women entrepreneurs, SC/ST-owned businesses and startups.

As of 30 November 2025, more than 11.25 lakh MSE sellers are registered on the GeM platform. Collectively, these enterprises have secured government orders worth ₹7.44 lakh crore, accounting for 44.8 per cent of total procurement value on GeM—well above the mandated 25 per cent annual procurement target for MSEs.

MSMEs Emerge as Key Contributors

The data underscores the growing role of smaller enterprises in government purchasing. By leveraging a fully digital procurement framework, GeM has enabled MSEs across sectors—from clean energy and infrastructure to IT services—to compete alongside larger firms on transparent and standardised terms.

This shift is evident in real-world outcomes. In November 2025, a women-led clean energy enterprise from Vadodara supplied renewable energy solutions worth over ₹53 crore to the Department of Heavy Industries. In another instance, an SC/ST-owned enterprise from Nagpur delivered surveillance infrastructure valued at ₹29 crore to the Central Government.

Women-Led Enterprises Gain Momentum

Women entrepreneurs are emerging as a strong force on GeM. Over 2 lakh women-owned MSEs are currently active on the platform and have cumulatively secured orders worth ₹78,066 crore. Dedicated initiatives such as Womaniya have played a key role by supporting onboarding, training and awareness for women-led businesses seeking government contracts.

Policy-Aligned Digital Enablement

GeM’s design aligns closely with national procurement policies aimed at inclusion. Buyers can use platform filters to identify products and services offered by MSEs, including women-led and SC/ST enterprises. Eligible sellers also benefit from purchase preferences, relaxed Earnest Money Deposit (EMD) norms, and exemptions related to prior turnover and experience—while maintaining compliance and accountability.

Driving Digital India and Atmanirbhar Bharat

Beyond transaction facilitation, GeM strengthens transparency, traceability and speed in public procurement. By integrating digital workflows with inclusive policy measures, the platform supports the broader objectives of Digital India and Atmanirbhar Bharat, enabling local enterprises from diverse regions to participate in government procurement at scale.

As India’s procurement systems evolve, GeM’s expanding MSE footprint highlights a model where access, inclusion and competitiveness go hand in hand with efficient public spending.
