MSME Advisory Committee Recommend Udyog Aadhaar Form with Some Modifications

The fifth meeting of the Advisory Committee, set up under Section 7(2) of the MSMED Act, 2006, has agreed to recommend the proposed simplified one page ‘Udyog Aadhaar’ Form with some minor modifications.

The fifth meeting of the Advisory Committee was held under the Chairmanship of Secretary (MSME) Anup K Pujari. One of the main agendas of the meeting was to discuss the Udyog Aadhaar Form for Ease of Registration.

Making a detailed presentation on the Udyog Aadhaar, Additional Secretary, MSME, S N Tripathipointed that entrepreneurs have been facing difficulties in filing EM-I & EM-II due to lengthy and cumbersome procedure, detailed proforma of EM (Part I & II) asking for details which do not serve any useful purpose, lack of proper ecosystem in the DIC setup at District level, etc.

In line with PM’s address ‘Mank Ki Baat’ and the recommendation of the Kamath Committee on Financial Architecture, the Ministry has formulated a draft one-page ‘Udyog Aadhaar Registration Form’.

He explained and elaborated the various features of draft Udyog Aadhaar Registration Form. He also informed that in the meeting of the National Board for MSMEs held on July 10, most of the members of the Board had supported the initiative of the Ministry to have a one page Udyog Aadhaar registration form.

“It was also suggested for development of mobile app to facilitate the process of registration,” he said placing the draft one-page ‘Udyog Aadhaar Registration Form’ before the Committee member for providing comments /suggestions if any.

Amarendra Sinha, Special Secretary & Development Commissioner, MSME, supported the viewpoints of AS (SME) and expressed that simplification of the registration is of paramount importance.

He further said that our objective of the registration is to maintain information database, diagnostic test, analyze and predict futuristic trends. He suggested that integration of EM I & II with e-biz portal would enable the applicants to take advantage of a common platform to fill a common form for PAN, TAN, EPFO services etc.

He suggested some additional information required in Aadhaar Validation Form regarding incorporation of separate optical Bar-code and maintenance of confidentiality of Bank Account Number and IFSC Code of the applicant.

All the participants supported the initiative of the Ministry for formulating one page ‘Udyog Aadhaar Registration Form’ as a part of ease of registration process with some minor modifications and agreed to induct simplified one page ‘Udyog Aadhaar Registration Form’ by replacing EM I and EM II.

Meanwhile, M V Ahmed, Additional Director of Industries & Commerce, Government of Assam pointed out that majority of population in Assam has not been covered under Aadhaar. So, any alternative like EPIC or PAN may be considered in place of Aadhaar.

Ajay Narang, National Secretary, Laghu Udyog Bharti, New Delhi pointed out that legacy data of registration should be transferred or linked with one-page ‘Udyog Aadhaar Registration Form’.

Giridhar G Pal, Director, Department of Revenue, also suggested that one column regarding ownership details (like individual, proprietorship, partnership) should be incorporated in the ‘Udyog Aadhaar Validation Form.

Mani Maran, President, Madurai District Tiny and Small Scale Industries Association, Madurai sought clarification as to whether there would be provision for addition of new units in the proposed Form. It was clarified that new units can be added and there is provision for editing/updating in the proposed Form.

After the detailed deliberation, the Committee recommended to incorporate one column regarding type of organization (like individual, proprietorship, partnership etc) and one column for type of enterprise to the Udyog Aadhaar Form.

Also, it was decided to incorporate previous EM1 /EM2/SSI Number in the Form and details of Social Category.
The Committee also recommended that the Ministry may also engage various stakeholders like, Industry Associations, State Governments, Central Ministries/Departments concerned, etc. to seek comments /suggestions on the proposed ‘Udyog Aadhaar Registration Form’ within a fortnight and finalized.
