DIPP Seeks Comments on Suggestions made on Regulatory Approvals

The Department of Industrial Policy and Promotion (DIPP) has sought for suggestions on the comments made by the stakeholders on Regulatory Approvals.

Hindustan Unilever suggested, “There is a need for creating an environment of trust in the industry. This can be done through promoting self-regulation after laying down a framework which will signify the minimum threshold for the industry to follow.”

“There have been instances where two Departments of the Government have regulations on the same issue or have taken a view which is at variance with one another. This increases complexity and difficulty in compliance,” it added.

Industry body CII, with regards to the requirement of EM I and EM II approval from the District Industries Centre for the DIC registration for the manufacturing sector, said “There is a need for Government’s approval for the process to be scrapped. Because there is no relevance for it in organization set up and working.”

ITC said, “Whilst emphasis should be on encouraging a virtuous cycle of compliance and improvement, deliberate or consistent flouting of regulations must attract stiff and visible penalties.”

Third party certified compliance combined with single window procedure to speed up processes and improve ease of doing business, it added.

The suggestion have also been made by FICCI, PHD Chamber, Tata Steel, ONGC etc
