‘Delhi Government Committed to Abolish Inspector Raj’

“We are committed to abolish Inspector Raj in Delhi in the next 1 year to encourage the MSME sector, said Mr Satyendar Jain, Minister of Industry, Health and Power, Government of NCT of Delhi at the Delhi MSME Summit organised by Confederation of Indian Industry (CII) in New Delhi.

This is 2nd edition of the Delhi MSME Summit organised. A Vendor Development Programme was also organised along the Summit where leading Public Sector Enterprises of the country had business-to-business meetings.

At the Summit, Mr Jain also said that Government of NCT of Delhi is looking at ensuring single window clearances under a single agency in Delhi. This will do away with the need for multiple approvals. Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) is being looked at to be this nodal agency, he said. “The work on regularization of 29 industrial areas and 22 non confirming industrial areas has already been started and announced under the State Budget”, said the Minister.

Mr R K Panigrahi, Director, MSME Development Institute, Ministry of MSME, Government of India also addressed the Summit. Mr Pangrahi said that the need is to bring MSMEs out of sickness and promote them to compete globally. He also assured complete support to MSME from the Development Institute with concerns like delayed payments from large corporations and PSUs and vendor development.

Mr Panigrahi also announced that MSME Development and CII together would soon launch MSME Facilitation Cell in Delhi with a focus to resolve the grievances and issues of the industry in the State. The officials from the cell would meet and interact with the industry regularly.

Mr Kavi Arora, Co-Chairman, CII Northern Region Committee on MSMEs and Managing Director and CEO, Religare Finvest Ltd. emphasised on the pivotal role played by MSMEs in economic development of any economy. He also said that among key issues faced by the sector are timely availability of credit, access to latest technology, compliance to new Acts and policies etc.

Appreciating and complimenting the efforts of the State Government, Dr Alka Kaul, Chairperson, CII Delhi State Council and Director, Horizon Industrial Products P Ltd said that Ease of Doing Business with a focus on providing an enabling environment for the industry are key aspects to MSME growth. She said that a holistic approach must be adopted to develop a new wave of MSME.

Mr Madhav B Shriram, Vice Chairman, CII Delhi State Council and Whole Time Director, DCM Shriram Industries Ltd spoke about the initiatives taken by CII in Delhi to help the MSME sector. He said that CII is working very closely in the area of Ease of Doing Business with a vision for CII to have the best business environment in the country.

A Vendor Development Programme (VDP) was also organised with over 10 Public Sector Enterprises (PSEs) participating in the programme and interacting with the industry members briefing them about their procurement policies and schemes. The participating PSEs were Gas Authority of India (GAIL), National Building Construction Corporation Limited (NBCC), ONGC Videsh Limited, NTPC, Oil India Limited, ONGC, Central Electronics Limited etc.

The Summit also saw active discussions on Funding for MSME and Entrepreneurship. Representatives from financial institutions like Reserve Bank of India, Bank of Baroda, Syndicate Bank, Allahabad Bank, SIDBI interacted with the delegates.
