AP Accelerates Green Building & Net-Zero Goals with Govt Incentives at IGBC Green Andhra Summit 2025

Andhra Pradesh offers dual financial incentives for IGBC-certified green buildings: Impact Fee discounts and AP RERA registration fee refunds of up to 20%.

Andhra Pradesh is emerging as a national leader in green buildings and sustainable development, with its flagship green projects like Amaravati City Plan, Sri City, TTD, Vijayawada Railway Station, NIT and more certified by IGBC.

Highlights of the IGBC Green Andhra Summit 2025

  1. The Government of Andhra Pradesh has introduced dual financial incentives to promote IGBC-certified green buildings. Multi-storied buildings rated Silver, Gold, and Platinum will receive Impact Fee discounts of 10%, 15%, and 20% respectively, encouraging energy- and water-efficient construction. Additionally, from August 5, 2025, AP RERA will offer refunds on project registration fees—10% for Silver, 15% for Gold, and 20% for Platinum—upon submission of final IGBC certification at project closure. These measures aim to drive sustainable urban development across the state.

  2. The MoU signed between Andhra Pradesh Metro Rail Corporation Limited (APMRCL) and CII IGBC aims to integrate green building practices into metro rail projects, focusing on energy efficiency, eco-friendly materials, water conservation, and renewable energy to advance sustainable urban mobility in Andhra Pradesh to enhance commuter experience. 

  3. The MoU inked between Greater Vizag Municipal Corporation (GVMC) and CII IGBC aims to advance sustainable urban stewardship in Vizag through green building adoption, waste management innovation, and capacity building to achieve net-zero goals.

  4. The IGBC Green Crusaders program, recognized leaders in sustainability, facilitated the registration of over 110 new projects at the Green Andhra Summit 2025, bringing the total number of IGBC-registered projects across Andhra Pradesh to over 500 with a footprint of 612 million Square Feet, significantly advancing the state's green building movement. These include 379 commercial projects; 83 transit infrastructure projects; 60 residential projects; 34 industrial and logistics projects; 17 built environment projects; and 2 NET ZERO projects. 

Vijayawada / Chennai, August 8, 2025 – The CII Indian Green Building Council (IGBC) convened the highly anticipated “IGBC Green Andhra Summit 2025” on August 7 at Novotel, Vijayawada, under the theme “Accelerating Green Growth in Andhra Pradesh – Towards a Net-Zero Future.” The event successfully brought together a distinguished gathering of public officials, industry leaders, technical experts, and sustainability champions. The comprehensive summit provided a robust platform for knowledge sharing, mutual learning, and the advancement of practical strategies for sustainable building and urban development across Andhra Pradesh.

The inaugural was graced by Shri Ponguru Narayana, Minister, MA & UD, Govt. of AP and Shri Suresh Kumar S, IAS, Principal Secretary, MA&UD, AP in the presence of Mr C Shekar Reddy, National Vice Chairman, IGBC; Mr S Narendra Kumar, Vice Chairman, CII Andhra Pradesh; Mr D Rambabu, General Secretary, CREDAI AP; Mr Kiran Kumar Paruchuri, Executive Vice President, NAREDCO AP; Mr Vijaya Sai Meka, Chairman, IGBC Amaravati Chapter; Mr Ganesh Sai Chaitanya Gali, Co-Chair, IGBC Amaravati Chapter; and IGBC Secretariat. 

Addressing the Green Andhra Summit 2025, the chief guest, Shri Ponguru Narayana, Minister, MA & UD, Government of Andhra Pradesh said, “As we march towards Swarna Andhra 2047, our ambition is to transform Andhra Pradesh into a global symbol of sustainability, where economic growth, innovation, and environmental harmony go hand in hand. With over 550 green-certified projects spanning 612 million sq. ft., and bold initiatives like the Green Hydrogen Valley, 20 GW of renewable energy development, and Zero-Budget Natural Farming, we are laying the foundation for a Net Zero state by 2040. Amaravati is being developed as a model green capital, showcasing climate resilience, smart infrastructure, and clean energy. I urge all stakeholders, from industry and academia to citizens, to join this movement and adopt UGBC Green Building Ratings for all the upcoming projects and help us build a greener, smarter, and more inclusive Andhra Pradesh.”

Speaking at the Green Andhra Summit 2025, Shri Suresh Kumar S, IAS, Principal Secretary, MA&UD, Govt. of AP, “The Green Andhra Pradesh Summit marks a defining moment for the state’s commitment to sustainability. Greening the construction sector is an environmental imperative, and green buildings must become the norm. IGBC continues to be at the forefront of India’s green movement and must now set its sights on doubling the green certified footprint over the next two years. To drive this, the government has introduced dual financial incentives—impact fee discounts of up to 20% and RERA project registration fee refunds up to 20% for IGBC-certified Silver, Gold, and Platinum-rated multi-storied buildings. Together, these measures support building a climate-resilient and sustainable ecosystem. Achieving Net Zero is not the task of a few, but the responsibility of all.”

A major highlight of the inaugural session was the signing of a Memorandum of Understanding (MoU) between Andhra Pradesh Metro Rail Corporation Limited (APMRCL) and CII IGBC by Shri NP Rama Krishna Reddy, Managing Director, Andhra Pradesh Metro Rail Corporation Limited (APMRCL) and Mr. KS Venkatagiri, Executive Director, CII Indian Green Building Council. Through this partnership, both organizations demonstrated their commitment to embedding world-class green building practices into metro rail infrastructure. By integrating IGBC’s expertise and guidelines with APMRCL’s ambitious transit initiatives, the MoU will help establish new benchmarks in sustainable urban mobility and contribute significantly to Andhra Pradesh’s green transformation goals. 

Additionally, the summit saw the formalization of a pivotal MoU between Greater Vizag Municipal Corporation (GVMC) and CII IGBC by Shri SS Varma, Additional Commissioner, Greater Vizag Municipal Corporation (GVMC) and Mr. KS Venkatagiri, Executive Director, CII Indian Green Building Council. This collaboration aims to position the city of Vizag as a leader in sustainable urban stewardship. The scope of the MoU encompasses the implementation of IGBC’s green building frameworks within municipal projects, support for innovation in waste management, and capacity building for municipal staff in green practices. 

The day’s agenda featured a sequence of high-impact sessions. The “Sustainable Development in Andhra Pradesh – Policy & Industry Perspectives” panel engaged prominent officials including Ar Ananth Eyunni, Architectural Team Lead, Design & Sustainability, Genesis Planners, Mr. Satish Kamat, President (Operations), Sri city and Mr. G Hari Babu, National President, NAREDCO, among others. They shared insights into policy frameworks, on-ground challenges, and transformative opportunities driving sustainable growth, highlighting the necessity of collaboration between government and private sectors. 

The Technical Session 1 focused on “Green Cities, Buildings & Net-Zero Framework for Andhra Pradesh,” provided in-depth explorations of innovative policies and real-world projects. Case studies, such as KMV Vivaan in Vijayawada, India’s first net zero energy by design villa project and best practices from landmark net zero commercial and city projects, illustrated actionable pathways for mainstreaming sustainable design and operations across the state.

The subsequent session on “Innovative and Sustainable Building Materials & Technologies” brought together material scientists, consultants, and industry practitioners to discuss practical advances in low-carbon materials, water efficiency solutions, and the circular economy. Presentations from the likes of Sagar Cements, Jaquar, Saint Gobain and BlueDrop Enviro underscored the tangible progress and future potential in adopting green technologies at scale.

Speaking at the Green Andhra Summit 2025, Mr. C Shekar Reddy, National Vice Chairman, CII Indian Green Building Council said, “Andhra Pradesh is uniquely positioned to lead India’s green building revolution, aligned with the national goals of 500 GW non-fossil energy and the Green Hydrogen Mission. Amaravati, our youngest capital, holds immense promise to emerge as a global model for sustainable urban development, blending climate resilience, liveability, and cutting-edge technologies. IGBC is proud to support this transformation through technical expertise, training, and our 32 rating systems that guide responsible construction. As we align with the visionary Swarna Andhra 2047 mission, IGBC has set an ambitious goal, to gift India 50 square feet of green and Net Zero built space per citizen by 2047.”

The summit culminated with the IGBC Green Crusaders & Valedictory Session, where champions of sustainability were honored and the IGBC Project Registration Drive was launched. The state of Andhra Pradesh has over 500 IGBC registered projects with 116 projects getting registered at the Green Andhra Summit 2025. This initiative was set to encourage wider stakeholder participation in the green building movement and scale up the impact of sustainable development efforts throughout Andhra Pradesh. Shri Kanna Babu, IAS, Commissioner, Andhra Pradesh Capital Region Development Authority (APCRDA), Govt. of AP and Shri Kamalakar Babu, Managing Director, New & Renewable Energy Development Corporation of
Andhra Pradesh Ltd. (NREDCAP) addressed the delegates. 

Addressing the Green Crusaders, Shri Kanna Babu, IAS, Commissioner, APCRDA, Govt. of AP said, "Today marks a significant milestone as 116 projects have been awarded the IGBC Green Crusaders Certification, underscoring Andhra Pradesh’s unwavering commitment to sustainability. Through strategic partnerships with entities such as APMRCL and GVMC, alongside the empowerment of individuals trained by IGBC, we are establishing a foundation for infrastructure that is world-class, resource-efficient, and future-ready. I am pleased to highlight that the APCRDA Head Office is among the certified projects, having been conferred with the Net Zero Energy certificate, which exemplifies our leadership in sustainable development. My vision is for every project across Andhra Pradesh—be it homes, schools, offices, or factories—to adopt green building standards and ultimately achieve Net Zero status, demonstrating that development and sustainability can progress hand in hand. Together, we are shaping a Swarna Andhra that serves as a model of inspiration to the nation."

Reflecting on the IGBC Green Andhra Summit 2025, Vijaya Sai Meka, Chairman, IGBC Amaravati Chapter, underscored the remarkable strides Andhra Pradesh has made in sustainable urban and industrial development. The state’s flagship initiatives, such as the climate-resilient Amaravati capital, the IGBC Platinum-rated Integrated State Secretariat, and the eco-conscious Happy Nest project—stood out as beacons of innovation and responsible growth. With a clear focus on net-zero goals, circular economy principles, and low-carbon infrastructure, the summit became a powerful platform for collaboration between policymakers, industry leaders, and citizens. Mr. Meka emphasized that the path to realizing Swarna Andhra 2047 lies in shared commitment, knowledge exchange, and bold action—positioning Andhra Pradesh as a model for green transformation in India and beyond.
