Swedfund is committed to contributing to Ukraine’s economic recovery through targeted private-sector investments, with earlier initiatives focused on strengthening the country’s IT and energy industries.

HCCF represents Horizon Capital’s fifth fund dedicated to Ukraine and its first focused specifically on capital-intensive sectors critical to restoring the country’s productive capabilities. The fund will back businesses that play a key role in rebuilding infrastructure, increasing industrial output, and advancing Ukraine’s shift toward renewable energy.

“The scale of financing required for Ukraine’s recovery is enormous. This investment channels resources into industries vital to reconstruction while attracting additional international capital. It enhances companies’ capacity to operate, generate employment, and support economic stability—key pillars for Ukraine’s long-term resilience,” said Olena Smyrnova, Director and Head of Ukraine at Swedfund.

Beyond direct investments, Swedfund is also assisting Ukraine’s public sector through feasibility studies and institutional support under its Project Accelerator programme, which currently oversees more than 40 initiatives in areas including critical infrastructure, digital transformation, energy, and public service delivery.

Swedfund’s investment is being made in partnership with several European development finance institutions.
